Resumen
El trabajo presentado se enfoca en dos amenazas transnacionales: El tráfico organizado de drogas, el cual es clasificado por los expertos en seguridad como el problema prioritario. Y el terrorismo transnacional, que se considera un riesgo potencial. Se discuten las posibles acciones en la contención de las amenazas nomilitares teniendo en cuenta las condiciones específicas de Latinoamérica. ¿Deberían estar organizados los actores e instrumentos contra la lucha de las amenazas transfronterizas de forma subregional en Latinoamérica o en el marco total de América? El autor aboga por la coordinación de medidas desde una esfera subregional y documenta los planteamientos sobre la reducción de las amenazas transnacionales en el Mercosur ampliado, especialmente el trabajo de la Reunión de Ministros del Interior del Mercosur que ha significado el inicio de la institucionalidad en políticas multilaterales de seguridad.

Abstract
This article focuses two transnational threat forms: Latin American security experts consonantly categorise the organised drug trafficking as the paramount problem. The transnationally networked terrorism is rather regarded as a potential security risk. Taking into account Latin America´s specific conditions thinkable options for action for the containment of non-military threats are discussed on the one hand. The question about the most promising level of cooperation is concerned on the other hand: Should the actors and instruments for the containment of crime and terrorism be organised subregionally, in the Latin American or Inter American context? The author favours the coordination of measures on the subregional level and documents the promising approaches in the common containment of transnational threats in the extended Mercosur. Especially the work of the Conference of the Home Secretaries of the Mercosur reflects the beginning institutionalisation of a multilateral security policy.
